Blackeagle Energy Services Names New Regional Directors

Blackeagle Energy Services today announced that Gene Hallman and Armando Ferri have joined the company’s leadership team. Hallman will serve as the company’s south region director and Ferri will serve as the director for the east region.

Hallman and Ferri each has more than 20 years experience in project and personnel management and will help the company expand its presence in these regions.

Blackeagle’s regional directors are responsible for all operations within their region, including overseeing project managers who report directly to them. Hallman is based out of Midland, Texas, and is responsible for projects in TexasOklahomaLouisiana and New Mexico. Ferri is based out of the company’s regional office in North Lima, Ohio, and is responsible for OhioPennsylvania and West Virginia.

“We are extremely pleased to have Gene and Armando join our team,” said Blackeagle President and Chief Executive Officer Rick Barrett. “Both have significant experience leading teams and managing complex projects. They will greatly enhance our ability to expand our operations.”

Before joining Blackeagle, Hallman spent the majority of his career at URS Flint Energy Services, where he served as vice president of its eastern region. In that role, Hallman was responsible for six district offices that served eight states and more than 1,200 employees. Hallman earned a Bachelor of Science degree in pre-law from Oklahoma State University and a Master of Science degree in taxation from the University of Tulsa. He is a director of the Oklahoma Independent Petroleum Association and past president of the Pipeliners Club of Tulsa.

Ferri is a seasoned project manager with expertise in building utility pipeline systems. Since 2005, he has been a senior project manager with Alex Paris Contracting, where he had full responsibility for all project management including large-scale energy-company projects and the supervision and oversight of multiple project managers. He earned a Bachelor of Arts degree in structural design and construction engineering technology along with an Associate Degree in mechanical engineering from Pennsylvania State University. He is a board member of the Pennsylvania One Call System, a best practices committee member of the Common Ground Alliance, and a member of the National Utility Contractors Association.
