League City, Texas, expands flood protection with new drainage improvements
(UI) — League City, Texas, is making headway in its flood protection and drainage improvement projects under the 2019 GO Bond Proposition A. Approved by voters in May 2019, the $73 million bond aims to fund 21 drainage projects, primarily targeting areas in and around several League City subdivisions.
As of August 2024, six projects have been completed: City Wide 2D Modeling, Bay Ridge Phase 3, Oaks of Clear Creek Overland Flow, Bradshaw Ditch/Southeast Detention Pond, Dove Meadows Detention Pond, and Bay Colony Area Detention Ponds.
In April 2024, a public hearing was held to discuss changes to the North League City Drainage Improvement Projects. The city decided to remove proposed drainage improvements for The Landing, Newport and Ellis Landing, and Brittany Bay subdivisions based on community feedback. The unspent funds will be reallocated to other drainage projects.
Currently, the status of the program is:

Construction updates
Bay Ridge Phase 2 Pump Station Phase 2 is the third of four planned projects impacting the Gum Bayou Watershed and the Bay Ridge Subdivision. This project will add capacity to the current detention pond by deepening it and installing a dedicated pump station to move storm water out of the pond and into Gum Bayou after major rainfall events. Affected areas include Bay Ridge, Hidden Lakes, Whispering Lakes, and Lakes of South Shore. Construction has progressed with the completion of pond excavation, intake, discharge, foundation, and walls for the pump station. The transformer installation is pending due to parts shortages, but the pumps can be operated via generator power if needed during hurricane season.
The Meadows Drainage Improvements, Phases I & II This project addresses chronic flooding by providing clear, unobstructed drainage flow along drainage easements in The Meadows subdivision. Phase 2 construction, which included excavation and regrading of ditch RB103-00-00, outfall improvements, and storm sewer improvements at Paintbrush Avenue, is nearing completion. Phase 3 will soon begin, focusing on head-wall and concrete box culvert improvements at Smith Lane.
Bay Ridge Subdivision Drainage Improvements Phase 1 Phase 1 of the Bay Ridge Flood Reduction project involves elevating the front 400 feet of Bay Ridge Drive to mitigate flooding risks. The project faced delays due to an adjacent TxDOT project, but alternative staging plans have been approved, and construction is set to proceed.
Design updates
Bay Ridge Flood Reduction Phase 4 This phase focuses on Gum Bayou and includes the analysis and proposed upgrades of culverts at Columbia Memorial Parkway and League City Parkway to reduce ponding and potential overflows. The city is currently negotiating with Texas City developers for excess regional detention capacity to meet project requirements.
Magnolia Creek & Cedar Gully Channel Improvements This project aims to regrade and resize Magnolia Creek, Cedar Gully, and related tributaries to ensure effective drainage for Westover Park, Countryside, Magnolia Creek, and Rustic Oaks subdivisions. The project is awaiting final approval from the USACE.
Countryside Subdivision Drainage Improvement Design plans and specifications are complete, pending final homeowner approval. The project involves clearing debris from outfalls and improving drainage systems to prevent structural flooding.
Benson Bayou Detention Project – Phase 1 This project aims to enhance detention capacity within the watershed to reduce water surface elevations and benefit the area. Revised designs are under review to ensure cost-effectiveness and feasibility.
FM518 & Wesley Dr Drainage Improvements This project focuses on upsizing and installing a new storm sewer system to manage stormwater at FM 518 and Wesley Drive. The project is awaiting an Advance Funding Agreement from TxDOT.
Oaks of Clear Creek North Detention Pond This project will reduce flooding in the Oaks of Clear Creek Subdivision. Land acquisition and environmental assessments are in progress, with design plans currently at the 90% stage.
Hughes Lane and W. Deats Rd Culvert Modification Project This project aims to increase drainage capacity through Borden’s Gully to I-45. Design adjustments are ongoing to address utility conflicts and ensure coordination with TxDOT and adjacent property owners.
