Central Florida’s Toho Water Authority secures $188.3 million for water infrastructure expansion
(UI) — The U.S. Environmental Protection Agency (EPA) has awarded a $188.3 million Water Infrastructure Finance and Innovation Act (WIFIA) loan to the Toho Water Authority to enhance water infrastructure in Polk and Osceola counties.
This funding will support efforts to upgrade facilities and expand water services for over 450,000 residents in Central Florida.
“Investing in our water infrastructure is one of the best ways to support healthy, thriving communities. I congratulate the Toho Water Authority for securing this $188.3 million low-interest federal loan that will support public health and environmental protection, population growth, and economic opportunity here in Central Florida,” said EPA Deputy Assistant Administrator for Water Mae Wu.
The WIFIA loan will aid Toho Water Authority’s One Water Program, designed to ensure a reliable supply of clean drinking water amid growing demand. The funding will facilitate the expansion of several water treatment facilities, installation of new water mains and pump stations, and improvements to water quality and distribution. Additionally, the project will reduce reliance on groundwater by enhancing the use of alternative water sources and decreasing environmental impact through reduced effluent discharges.
César Zapata, Acting Region 4 Deputy Administrator, noted that these upgrades will not only replace outdated systems but also introduce advanced technologies to improve water quality and infrastructure resilience, ultimately lowering operational costs.
Toho Water Authority CEO Todd Swingle expressed gratitude for the support, citing the loan as crucial for advancing their One Water Initiative. He also acknowledged the role of Congress and the EPA in securing this vital funding.
The WIFIA loan is part of a larger $292 million agreement between the EPA and Toho Water Authority, expected to save $47 million and create approximately 1,750 jobs through construction and operation.
