Army Corps eyes fall 2025 for Line 5 Tunnel permit decision
(UI) — The U.S. Army Corps of Engineers expects to issue a permit decision for the Line 5 Tunnel Project in fall 2025, the agency announced May 2.
The Detroit District released a tentative timeline that includes the publication of the draft Environmental Impact Statement (EIS) on May 30, followed by a 30-day public comment period running through June 30. All submitted feedback will be reviewed and factored into the final decision.
“Public participation is an important part of the National Environmental Policy Act (NEPA) process to ensure a thorough environmental analysis,” said Lt. Col. Wallace Bandeff, Detroit District commander.
Enbridge Energy has proposed constructing a tunnel beneath the Straits of Mackinac to house a replacement segment of its Line 5 pipeline. The project requires a permit under the Rivers and Harbors Act and the Clean Water Act.
The permit review is being handled under special procedures outlined in Executive Order 14156, which prioritizes projects aimed at improving the nation's energy infrastructure during a declared energy emergency.
Despite the accelerated process, the Corps said it will comply with all applicable regulations, including NEPA, the National Historic Preservation Act, and the Endangered Species Act.
