Tucson, Ariz., issues floodplain notice for Esquer Park stormwater upgrade
(UI) — The City of Tucson has issued a final floodplain notice for a stormwater basin reconstruction project within Esquer Park, located in a FEMA-designated flood zone and the Federal Flood Risk Management Standard (FFRMS) floodplain.
The project, funded through the HUD Community Development Block Grant and Choice Neighborhoods Planning Grant programs, will reconstruct a stormwater detention basin in the north and central areas of the park. Site preparation includes clearing and subgrade work to support improved floodwater conveyance.
The affected area provides important urban flood management functions and supports native habitat. The Bronx Wash, which runs through the park, is classified as an ephemeral wash by the U.S. Fish and Wildlife Service and is designated as a xeroriparian intermediate habitat under Tucson’s Stormwater Management Study.
City officials evaluated alternatives but determined “it has no practicable alternative to floodplain development.” The upgrade aims to preserve the natural and beneficial functions of the floodplain while enhancing stormwater management in the surrounding neighborhood.
The project is located at 1415 North 14th Avenue in Tucson and falls under FEMA Flood Zone AE (FIRM panel 04019C 2276L).
