Gresham and Rockwood groundwater system project receives $3 million in grant funding
(UI) - Gresham and Rockwood received $1.5 million in grant funding each, for their shared groundwater system project from the EPA, according to The Outlook. The funding was granted under the recent Bipartisan Infrastructure Law and will go towards expanding the Cascade Groundwater System. The system is intended to replace the Portland Water Bureau/Bull Run Reservoir, with planned completion by 2026.
The project is also taking advantage of other financing pathways, namely loans through the federal Water Infrastructure Finance and Innovation Act (WIFIA). Rockwood has been awarded a WIFIA loan of $30.4 million, and Gresham has been awarded a WIFIA loan of $34 million.
The system will include eight groundwater wells, two redundant water transmission lines, three water filtration plants, and 10 million gallons of storage—all of which are underway. Final storage will total 33 million gallons, and the system will serve 138,000 Gresham and Rockwood residents by tapping into the Sand and Gravel Aquifer underneath East Multnomah County.
