Stantec to lead phase 2 of San Diego’s Pure Water program

(UI) — Stantec, a global leader in sustainable design and engineering, has been selected to provide program management and engineering technical services for Phase 2 of San Diego’s Pure Water Program. This multibillion-dollar potable reuse initiative aims to secure a locally controlled water supply and reduce ocean discharges.

Since 2015, Stantec and its partners have been involved in the program. Phase 1, approved by the City Council in 2014, is currently under construction in the northern part of the city and is expected to begin producing water in 2026.

For Phase 2, which was awarded to Stantec in May, the company will handle program management, planning, regulatory compliance, technical engineering, operational readiness, and construction support. This phase includes developing an advanced water treatment facility, a water reclamation plant, pump stations, and pipelines.

“This is a significant opportunity for our team to continue its partnership with the City of San Diego on this groundbreaking program,” said Ryan Roberts, Stantec’s executive vice president and business operating unit leader for Water. “We’re pleased to bring our large-scale program delivery and technical expertise to the next phase of this project.”

San Diego has historically imported 85 percent of its water from the Colorado River and the California State Water Project due to limited local resources. The Pure Water Program aims to change that by treating recycled water for use as a drinking water source. Once completed, the program is expected to provide up to half of the city’s drinking water while also reducing treated water discharges to the Pacific Ocean.

Juan Guerreiro, director of Public Utilities for the City of San Diego, emphasized the program's importance. “Pure Water is creating a safe, sustainable, reliable, and cost-competitive water supply while reducing treated water discharges to the Pacific Ocean. We are pleased to continue our partnership with Stantec, given the team’s local knowledge of San Diego’s water system and demonstrated commitment to the program and its importance.”

Stantec is also involved in various other water reuse projects in the Western U.S., including the City of Los Angeles’ Hyperion 2035 Program, the Metropolitan Water District’s Pure Water Southern California, and the Willamette Water Supply Program in Oregon.
