GDC awards first tunnel boring contract for NY-NJ project for $465 million

(UI) — The Gateway Development Commission (GDC) Board of Commissioners has awarded a major contract for the Hudson Tunnel Project to Schiavone Dragados Lane JV. This contract, for the Palisades Tunnel Project, represents the first tunnel boring contract in the Hudson Tunnel Project (HTP).

This contract, valued at $465 million, will see the commencement of tunnel boring activities on the New Jersey side of the Hudson River, with completion anticipated by 2027.

The Palisades Tunnel Project will involve constructing the first mile of twin tunnels on the New Jersey side, each approximately 5,100 feet long. The scope includes boring the tunnels, installing a concrete lining with waterproofing, and creating the Hudson County Shaft for the removal of Tunnel Boring Machines post-excavation. The project was awarded following a rigorous bidding process, where Schiavone Dragados Lane JV was selected based on technical and price evaluations.

Additionally, the GDC Board has authorized the initiation of Phase Two for the Hudson River Ground Stabilization (HRGS) Project. This phase is a continuation of the HRGS Project’s heavy construction efforts, with Phase One starting in May and expected to wrap up this fall. Phase Two is scheduled for completion by 2027.

In a joint statement, Alicia Glen and Balpreet Grewal-Virk, the GDC Co-Chairs from New York and New Jersey respectively, along with Tony Coscia, GDC Amtrak Commissioner, emphasized the significance of these developments. They highlighted the rapid progression from planning to construction, underscoring the GDC’s commitment to advancing the Hudson Tunnel Project.

GDC CEO Kris Kolluri praised the full funding secured for the project, noting that today’s contract awards mark a pivotal shift from planning to active construction. He expressed gratitude for the support from various partners and the GDC team’s efforts to finalize these contracts on schedule and within budget.

The HRGS Project aims to stabilize the riverbed for tunnel excavation. Phase One included surveying and testing, while Phase Two will involve injecting grout into the riverbed to create stabilization columns. Weeks Marine, Inc. received the contract for this project in February after a competitive bidding process.

Additionally, the GDC Board appointed William Fletcher as the Inspector General. Fletcher, with over 20 years of experience in various inspector general roles, will oversee GDC’s policies, investigate complaints, and manage the whistleblower program. His appointment aligns with GDC’s commitment to maintaining transparency and integrity in its operations.
