DeLa Express seeks FERC approval for Permian-to-Louisiana gas pipeline project

(UI) — DeLa Express LLC, an affiliate of Moss Lake Partners, has formally requested approval from the Federal Energy Regulatory Commission (FERC) to initiate the Pre-Filing Review Process for the proposed DeLa Express Project. This endeavor aims to transport natural gas from production sites in the Delaware Basin, Texas, to markets in and around Lake Charles, Louisiana.

The ambitious project, which is poised to significantly impact the energy landscape, entails the construction of an approximately 690-mile, 42-inch diameter natural gas transportation mainline pipeline. Additionally, it includes the establishment of five lateral pipelines, eight compressor stations, multiple meter stations, and related facilities. The DeLa Express Project is expected to provide approximately 2 billion cubic feet per day of new liquids-rich natural gas transportation capacity.

According to DeLa Express, the primary goal of seeking FERC approval for the Pre-Filing Review Process is to engage relevant regulatory agencies, affected landowners, and stakeholders in collaborative efforts to identify and address potential environmental concerns early in the project's development phase. By fostering open communication and early stakeholder engagement, DeLa Express aims to build and maintain strong relationships within the communities affected by the project.

The proposed timeline for the project outlines a series of key milestones, including conducting public open houses in May and June 2024, filing the Section 7 application in February 2025, and receiving the FERC certificate by April 2026. Construction is anticipated to commence in the second quarter of 2026, with the project scheduled for completion and service commencement in 2028.

DeLa Express has already undertaken significant preparatory work, including stakeholder outreach, agency consultations, project engineering, route planning, environmental surveys, and engagement with contractors. The company has also developed a preliminary Public Participation Plan to facilitate stakeholder communications and public information dissemination throughout the project lifecycle.

The request for approval to initiate the Pre-Filing Review Process marks a crucial step forward in the development of the DeLa Express Project. If approved, it will pave the way for further collaboration and regulatory review aimed at ensuring the project's compliance with environmental standards and regulatory requirements.
