W.A. Rasic advances San Diego $40 million pipeline with 66-inch main, I-8 tunnel
(UI) — Construction is advancing on a major water infrastructure project in San Diego that includes installation of a large-diameter transmission main and tunneling beneath Interstate 8 to improve system reliability.
W.A. Rasic Construction is leading Phase 2 of the Montezuma/Mid-City Pipeline project, which calls for installing a 66-inch redundant water main running from the Alvarado Water Treatment Plant to the intersection of 69th Street and Mohawk Street. The $40.1 million project began in April 2025 and is expected to be completed by October 2027.
The work includes installation of cement-lined and coated steel pipe designed for long-term durability. Crews are also conducting tunneling operations beneath I-8, using a bore pit near Alvarado Road and a receiving pit near Lake Murray Boulevard and Wisconsin Avenue.
“This project is an important investment in long-term water reliability for the region,” said Len Kody, marketing and communications manager at W.A. Rasic Construction. “Our team is focused on delivering complex infrastructure safely and efficiently while maintaining strong coordination with local agencies and the surrounding community.”
The project also extends into La Mesa, where crews are replacing sections of an existing 8-inch concrete sewer main and completing roadway improvements along 70th Street and Lake Murray Boulevard.
Construction is being phased to manage traffic impacts, with detours and temporary closures in place as work progresses.
